Data Exchange Framework

California’s first-ever statewide Data Exchange Framework will accelerate and expand the safe, equitable, and efficient exchange of information among health care and social service organizations to create a healthier California for all.

Every Californian—no matter where we live—should be able to walk into a doctor’s office, a pharmacy, a county social service agency or an emergency room and be assured providers can access the information they need to care for us safely, knowing our data will remain private and secure and that all of our health and social needs will be met.

This is the goal of California’s Health and Human Services Data Exchange Framework, a first-ever, statewide data sharing agreement between hospitals, physician organizations and medical groups, skilled nursing facilities, health plans and disability insurers, clinical laboratories, and acute psychiatric hospitals that will accelerate and expand the exchange of health and human services information beginning in 2024. This ensures that all healthcare providers have quick and easy access to the information needed to safely and effectively treat California’s patients.

Made possible by a Data Sharing Agreement (DSA) that defines a common set of terms, conditions, and obligations, the Data Exchange Framework promotes whole person care – ensuring that the medical care, behavioral health and social services systems in California are able to work together and securely share information pertinent to a patient’s health and wellbeing.

The Data Sharing Agreement is California’s first-ever statewide data sharing agreement that governs the safe exchange of health and social services information by defining a common set of terms, conditions, and obligations—promoting whole person care and ensuring that the medical care, behavioral health and social services systems in California are able to work together and securely share information pertinent to a patient’s health and wellbeing.
